PUBLIC MEETING NOTICE – BOARD OF REVIEW (BOR) DECEMBER 12, 2023 10:00 A.M.

The Board of Review (BOR) will meet December 12, 2023 at 10:00 a.m. in Council Chambers 2nd floor of City Hall 111 E. Lawrence Ave. Charlotte, MI 48813.

Purpose: This meeting allows the board of review to act on very specific items relating to the assessment roll;
The Correction of qualified errors.

Granting of a Principal Residence Exemption that was not previously denied.
The board may review a denial by the assessor of a qualified agricultural property exemption for the current year if the exemption was not in existence for the previous year.
The board may also grant a qualified agricultural exemption if there has not been a previous denial.
The board may also make limited changes in regards to the uncapping of a taxable.
The board may also hear an appeal for a Poverty Exemption.
The previous list is a summary of changes the board is allowed to make.

NEW 5-YEAR PARKS & RECREATION PLAN PROPOSED – 30-DAY PUBLIC REVIEW PERIOD IS NOW OPEN

The Charlotte Area Recreation Council recently created a new 5-year plan for parks and recreation development in the community. Prior to official adoption, the plan is to be made available for public review and input.

The document is available for review here. The 30-day comment period runs from November 16 through December 17, 2023. Written comments on the plan can be sent to the City of Charlotte Department of Public Works, at 111 E. Lawrence Avenue, Charlotte, MI 48813 or emailed to edean@charlottemi.org. Comments can also be submitted during a public hearing on the plan to be held on December 18, 2023 at 7:00 p.m. in the Charlotte City Hall Council Chambers, 2 nd Floor, 111 E. Lawrence Avenue, Charlotte, MI.

This proposed plan was prepared by CARC with the assistance of ROWE Professional Services Company. The plan is intended to direct community decision making for future park improvements, park development, land acquisition, and other issues regarding recreation in the City of Charlotte, Carmel Township, and Eaton Township.

The Charlotte Area Recreation Cooperative was developed in November 2009 for the purpose of providing an inter-local agreement to facilitate and support recreational opportunities for the citizens of the City of Charlotte, Eaton Township, and Carmel Township. The cooperative acts under the authority of the Urban Cooperation Act, Act 7 of the Public Act of 1967, and Act 156 of Public Acts of 1917. Members of CARC, board members for Carmel Township and Eaton Township, along with the city council for Charlotte participated in the development of the plan.

The recreation plan is in accordance with the Michigan Department of Natural Resources (MDNR) requirements as stated in the “Guidelines for the Development of Community Park, Recreation, Open Space and Greenway Plans”. This document will allow for the pursuit of MDNR grants, as well as a basis for other funding opportunities. The plan is valid for five years from the date of resolution of adoption by each community.

The recreation plan for the Charlotte community provides a common direction for future development and enhancements to parks and other recreation opportunities for each municipality. The intent of this plan is to develop parks and recreational opportunities to provide safe, accessible facilities and more choices for healthier lifestyles and economic development.

Public Works Garage – Hours of Operation Change

Effective Monday, November 3, the City of Charlotte Department of Public Works Garage hours of operation will be 7:30 a.m. to 4 p.m.

Hours for residents dropping off leaves and brush will be 7:30 a.m. to 3:30 p.m.

DPW office hours will be 7:30 a.m. to 4:30 p.m.

September DDA meeting to be rescheduled

The regular meeting of the City of Charlotte Downtown Development Authority Board, scheduled for September 19, is cancelled and will be rescheduled once the DDA has received responses to a Request for Proposals for professional planning services.
